The diesel price to use, as at 7 October 2026. Inland wholesale 0.05% diesel is R31.95 a litre, coastal R31.08 — up R2.84 on September and up 65.2% on October 2025, when it was R19.34. Petrol rose 39.9% over the same year, so a costing that follows the petrol headline has understated diesel by more than a third.

A fuel surcharge clause protects truck operators from diesel price movements after a transport contract is signed. Without one, every cent increase in diesel erodes your margin on a fixed-rate contract. This guide explains the formula, standard FSC factors used in South Africa, how to include it in contracts, and how to calculate the exact surcharge amount on any load.
The Fuel Surcharge Formula
The standard fuel surcharge formula used in South African road freight:
FSC% = ((Current Price - Base Price) ÷ Base Price) × FSC Factor × 100
Where:
- Current Price: The diesel price at the time of invoicing (the DMPR Gauteng wholesale list price for Diesel 0.005%, i.e. 50ppm)
- Base Price: The diesel price when the contract was signed (agreed in writing at contract start)
- FSC Factor: Fuel’s share of variable operating cost — typically 0.65 to 0.70
The result is a percentage to add to your base freight rate. Use the free Kweli Fuel Surcharge Calculator to calculate this instantly for any fuel price movement — no manual calculation needed.
Worked Example
Contract base diesel price (when contract signed): R22.00/L
Current published diesel price: R23.50/L
FSC factor agreed in contract: 0.65
FSC% = (23.50 - 22.00) ÷ 22.00 × 0.65 × 100
= 1.50 ÷ 22.00 × 0.65 × 100
= 0.0682 × 0.65 × 100
= 4.43%
Applied to a R45/km base rate: 45 × 0.0443 = R1.99/km surcharge
On a 560km JHB–Durban trip: R1,114 total FSC on this load
The shipper pays R45/km base + R1.99/km FSC = R46.99/km effective rate. Your contract rate is protected against the R1.50/L fuel movement.
Standard FSC Factors in South African Trucking
The FSC factor represents what percentage of your operating cost is fuel. Higher fuel-intensity operations justify a higher factor:
| Operation Type | Standard FSC Factor | Rationale |
|---|---|---|
| Domestic SA long-haul (tar) | 0.65 | RFA standard — fuel is ~65% of variable cost on efficient routes |
| Cross-border SADC | 0.65–0.70 | Higher fuel intensity due to road conditions and loading at borders |
| Urban distribution (stop-start) | 0.60–0.65 | Lower fuel efficiency but fuel is still major variable component |
| Refrigerated transport | 0.65–0.72 | Reefer unit diesel adds 15–25% to total fuel consumption |
| Tanker (fuel, chemicals) | 0.60–0.65 | Heavier loads reduce fuel efficiency but cargo density keeps rates higher |
The RFA Rate Index 2026 uses 0.65 as the reference standard for published rate benchmarks. Unless you are running a notably fuel-intensive operation, start negotiations at 0.65.
How to Include an FSC Clause in a Contract
A well-drafted fuel surcharge clause covers five elements:
- Base price: State the exact diesel price and where it came from (e.g. “DMPR Gauteng wholesale list price, Diesel 0.005%, as published for [effective date of the schedule]”) — no ambiguity about which price was used
- Reference source: Name a price both parties can look up independently — the publisher, the grade and the zone. The South African reference is the diesel wholesale list price published monthly by the Department of Mineral and Petroleum Resources (DMPR) through the Central Energy Fund (CEF). Wording you can paste into an agreement: “the Gauteng wholesale list price for Diesel 0.005% (50ppm) as published in the monthly Fuel Price Schedule of the Department of Mineral and Petroleum Resources at www.dmpr.gov.za, as recorded in the Fuels Industry Association of South Africa (FIASA) fuel price table at fuelsindustry.org.za”. Diesel is not price-controlled at the pump, so a clause that says only “the diesel price” leaves four published numbers to argue about — Gauteng and Coastal, at two grades
- FSC factor: State the agreed factor (e.g. “0.65”) explicitly in the contract
- Trigger threshold: Define when the clause activates — e.g. “FSC applies when the current published price exceeds the base price by more than R1.00/L”
- Adjustment frequency: State how often the FSC is recalculated — monthly on invoice date, or quarterly review — to avoid constant renegotiation
FSC Reference Table: Impact per R1/L Movement
For quick reference — the FSC% added per R1/L fuel price movement at the standard 0.65 factor, and the rand impact on common corridors:
| Route | Distance | Base Rate | +R1/L impact (FSC 0.65) | Surcharge on trip |
|---|---|---|---|---|
| JHB–Durban | 560km | R45/km | +2.95% = +R1.33/km | +R744/trip |
| JHB–Cape Town | 1,430km | R42/km | +2.95% = +R1.24/km | +R1,773/trip |
| JHB–Harare | 1,160km | R55/km | +2.95% = +R1.62/km | +R1,879/trip |
| JHB–Lusaka | 2,100km | R58/km | +2.95% = +R1.71/km | +R3,591/trip |
These figures use the standard FSC% = (price change ÷ base) × 0.65 × 100 formula. The Kweli Fuel Surcharge Calculator lets you enter your exact base price, current price, FSC factor, base rate, and distance to get the precise surcharge for any specific load.
Why Some Operators Skip the FSC Clause (and Why It Costs Them)
Many independent SA truck operators don’t include FSC clauses in informal load agreements — loads are accepted at a verbal rate, fuel moves, and the operator absorbs the difference. On a R1.50/L fuel increase over a 3-month contract period, a 34t interlink running 12,000km/month loses approximately R63,000 in unrecovered fuel cost over the contract period. A single FSC clause prevents this entirely.
If you are running without a formal contract, use the FSC clause as the starting point for formalising even a basic rate agreement letter with your regular shippers. For understanding the full cost structure that the FSC protects, see the full breakdown of running costs in Southern Africa.
