The standard fuel surcharge formula used in South African road freight:
FSC% = ((Current Price - Base Price) ÷ Base Price) × FSC Factor × 100
Where:
- Current Price: The diesel price at the time of invoicing (the DMPR Gauteng wholesale list price for Diesel 0.005%, i.e. 50ppm)
- Base Price: The diesel price when the contract was signed (agreed in writing at contract start)
- FSC Factor: Fuel’s share of variable operating cost — typically 0.65 to 0.70

Contract base diesel price (when contract signed): R22.00/L
Current published diesel price: R23.50/L
FSC factor agreed in contract: 0.65
FSC% = (23.50 - 22.00) ÷ 22.00 × 0.65 × 100
= 1.50 ÷ 22.00 × 0.65 × 100
= 0.0682 × 0.65 × 100
= 4.43%
Applied to a R45/km base rate: 45 × 0.0443 = R1.99/km surcharge

Standard FSC Factors in South African Trucking
The FSC factor represents what percentage of your operating cost is fuel. Higher fuel-intensity operations justify a higher factor:

How to Include an FSC Clause in a Contract
A well-drafted fuel surcharge clause covers five elements:
- Base price: State the exact diesel price and where it came from (e.g. “DMPR Gauteng wholesale list price, Diesel 0.005%, as published for [effective date of the schedule]”) — no ambiguity about which price was used
- Reference source: Name a price both parties can look up independently — the publisher, the grade and the zone. The South African reference is the diesel wholesale list price published monthly by the Department of Mineral and Petroleum Resources (DMPR) through the Central Energy Fund (CEF). Wording you can paste into an agreement: “the Gauteng wholesale list price for Diesel 0.005% (50ppm) as published in the monthly Fuel Price Schedule of the Department of Mineral and Petroleum Resources at www.dmpr.gov.za, as recorded in the Fuels Industry Association of South Africa (FIASA) fuel price table at fuelsindustry.org.za”. Diesel is not price-controlled at the pump, so a clause that says only “the diesel price” leaves four published numbers to argue about — Gauteng and Coastal, at two grades
- FSC factor: State the agreed factor (e.g. “0.65”) explicitly in the contract
- Trigger threshold: Define when the clause activates — e.g. “FSC applies when the current published price exceeds the base price by more than R1.00/L”
- Adjustment frequency: State how often the FSC is recalculated — monthly on invoice date, or quarterly review — to avoid constant renegotiation

Why Some Operators Skip the FSC Clause (and Why It Costs Them)
Many independent SA truck operators don’t include FSC clauses in informal load agreements — loads are accepted at a verbal rate, fuel moves, and the operator absorbs the difference.
