Botswana raised diesel by P8.77 a litre on 28 March 2026 — the largest single fuel move of any country in this cluster — and then held pump prices steady by suspending three levies. Diesel is around P20.93 a litre, roughly US$1.54. That last figure carries a caveat we explain below, and it is an honest one.
The one-line version. Kazungula to Johannesburg through Botswana is 1 329 km. At P20.93 and 2.5 km per litre the diesel is about P11 127 (US$818). The March increase alone added P4 662 to that same leg — and there is a further P1.41 a litre already incurred but not yet charged, which is the part worth planning for.
🔴 What we can and cannot tell you, and why
Botswana is the one country in this set where we cannot give you a regulator-published price series, and we are saying so instead of filling the gap. BERA announces price changes in thebe per litre and the Botswana press reports the change. Neither routinely publishes the resulting pump price. BERA’s own public downloads page lists nothing newer than 2023, although a March 2026 press release does exist at an unlinked path. So everything on this page about the mechanism, the changes and the under-recoveries is primary and dated. The single absolute pump price is not from BERA — it is a third-party aggregator figure, labelled as such wherever it appears. Treat it as an indication and your own last invoice as the truth.
Who sets the price, and how
The Botswana Energy Regulatory Authority (BERA) regulates retail pump prices, which are set in pula and changed by statutory instrument and government gazette rather than on a fixed monthly calendar. Adjustments come when the accumulated gap between real cost and the regulated price gets large enough to act on.
That gap has a name and it is the key to understanding Botswana. BERA runs a price adjustment mechanism: when fuel costs more than the regulated price allows, the shortfall accrues as an under-recovery rather than hitting the pump immediately. It is smoothing, not absorption — the cost does not go away, it queues.
| What BERA published | Figure | Date |
|---|---|---|
| Diesel 50ppm price increase | +P8.77 per litre | effective 00:01, 28 March 2026 |
| Unleaded petrol 95 increase | +P5.05 per litre | same |
| Illuminating paraffin increase | +P10.55 per litre | same |
| Diesel under-recovery still outstanding | P1.41 per litre | as at 31 March 2026 |
| Petrol under-recovery still outstanding | 32 thebe per litre | as at 31 March 2026 |
| Fuel Levy, Road Fund Levy and Security of Supply Margin | suspended | Government Gazette No. 51 of 2026 |
What drove it
| Force | What happened | Who controls it |
|---|---|---|
| The global oil price | BERA put numbers on it: Brent went from US$69.37 a barrel in February 2026 to US$97.23 by 26 March, up 38.1%. Refined products moved far harder than the crude — over the same window BERA reported diesel up 90.8%, petrol 95 up 59.7% and paraffin up 110.9%. That divergence is why diesel took the biggest increase of the three. | Nobody here |
| The pula | Botswana’s currency is managed against a basket including the rand, which makes it steadier than most in the region. It is the smallest of the three forces here. | Nobody here |
| Levies | 🔴 The domestic lever, and Botswana pulled it hard. Government Gazette No. 51 of 2026 suspended the Fuel Levy, the Road Fund Levy and the Security of Supply Margin. BERA was explicit that this does not cut the pump price — it runs through the under-recovery mechanism instead, preventing a further rise rather than delivering a fall. | The government |
The sentence in BERA’s release that matters most to you. After the March increase, BERA said that by 31 March under-recoveries stood at P1.41 a litre on diesel and that “ideally, there should have been an additional increase of pump prices by the same figures” — avoided only because the levies were suspended. On the 1 329 km Kazungula–Johannesburg leg that deferred P1.41 is P750 of fuel cost that has already happened and has not yet been billed to anyone. A suspended levy is a decision that can be reversed — Namibia restored its levies four months after halving them. Price your longer contracts as though it will be.
What it costs on the Botswana corridors we measure
30 of our 269 active corridors touch Botswana, and its geography makes it a crossroads rather than a destination: the Trans-Kalahari runs west to Walvis Bay, the north–south route carries Copperbelt traffic over Kazungula, and Gaborone sits four hours from Johannesburg. Worked at 2.5 km per litre, which is a loaded interlink on reasonable road. A lighter rig does better and a hard pull does worse — the point is the shape, and your own figure slots straight in.
| Leg | km | Diesel, one way | in USD | Same fuel at the SA wholesale price |
|---|---|---|---|---|
| Gaborone – Johannesburg | 398 | P3 329 | US$245 | US$287 |
| Gaborone – Francistown | 436 | P3 648 | US$268 | US$315 |
| Francistown – Kasane/Kazungula | 495 | P4 146 | US$305 | US$358 |
| Gaborone – Kasane/Kazungula | 931 | P7 796 | US$573 | US$673 |
| Kazungula – Johannesburg via Botswana | 1 329 | P11 127 | US$818 | US$960 |
| Gaborone – Walvis Bay (Trans-Kalahari) | 1 504 | P12 595 | US$926 | US$1 087 |
Where diesel is cheaper across the border
Botswana sits between four fuel regimes, which makes it one of the more useful places in the region to think about where you fill.
| Diesel | In USD | What kind of price | |
|---|---|---|---|
| Zambia | K26.86 | US$1.41 | uniform national pump price |
| Botswana | P20.93 | US$1.54 | aggregator estimate — not BERA |
| Namibia, Walvis Bay | N$27.86 | US$1.73 | regulated pump price |
| South Africa, inland | R29.11 | US$1.81 | wholesale list — the pump is higher |
Working answer: Botswana is cheaper than both South Africa and Namibia, and Zambia is cheaper than all three. On the Trans-Kalahari, running Gaborone to Walvis Bay, fill on the Botswana side. Coming south over Kazungula, the Zambian side is cheaper still — and Zambia charges one price nationwide, so it does not matter where in Zambia you stop. Zambian prices are here and Namibian prices here.
Two practical notes for Botswana specifically. Diesel availability on the main routes and north toward Kasane is generally reliable, which is not true of every remote route in this region. And carry pula: card payment works at the major stations, but on the long empty stretches cash is what settles it. Our Botswana rates guide covers permits, BURS clearing and the rest of the cost stack.

Questions people ask
What is the diesel price in Botswana now?
Around P20.93 a litre as at late August 2026, roughly US$1.54. That figure is from a third-party aggregator, not from BERA — BERA publishes price changes rather than a current price table, so treat it as an indication and check your own last fill.
Who sets fuel prices in Botswana?
The Botswana Energy Regulatory Authority, BERA. Changes are made by statutory instrument and government gazette rather than on a fixed monthly cycle, and are driven by the accumulated gap between real cost and the regulated price.
What is an under-recovery in Botswana fuel pricing?
The shortfall between what fuel actually costs and what the regulated pump price allows. Instead of passing it straight through, BERA lets it accrue and recovers it later. At 31 March 2026 the diesel under-recovery was P1.41 a litre. It is deferred cost, not cancelled cost.
Why did Botswana fuel prices go up so much in March 2026?
BERA raised diesel by P8.77 a litre on 28 March 2026 after Brent crude rose 38.1% between February and 26 March, and international diesel product prices rose 90.8% over the same window.
Have Botswana fuel levies been removed?
Suspended, not removed. Government Gazette No. 51 of 2026 suspended the Fuel Levy, the Road Fund Levy and the Security of Supply Margin. BERA confirmed this does not reduce pump prices — it prevents a further increase by offsetting the under-recovery.
Is diesel cheaper in Botswana or South Africa?
Botswana, on the figures available: about US$1.54 a litre against a South African inland wholesale price of about US$1.81. The Botswana number is an aggregator estimate and the South African one is a wholesale list price, so treat the gap as indicative.
How we put this together
🔴 The mechanism, the price changes, the Brent and product-price figures and the under-recoveries are all from BERA’s own statements of 28 March and 8 April 2026, each dated in the table above. The absolute pump price is not from BERA: no regulator-published current price table exists, so we use a clearly labelled third-party aggregator figure rather than publish nothing or invent a number. We will replace it the moment BERA publishes a price rather than a change. Corridor distances are our own, measured on the road network rather than straight-line. Currency conversions use one dated quote for every post in this set — exchangerate-api.com, reading of 1 September 2026 — so the six countries can be compared with each other. Rates move; the litre price is the number to trust, not the dollar one.
